Kenneth Salomon is a Member of Dow Lohnes and head of the firm's Government Relations Practice Group. He also serves as the Chairman of Dow Lohnes Government Strategies LLC. He works with clients in the areas of government relations and public policy, as well as on issues involving commercial and public broadcasting and distributed learning. Mr. Salomon joined Dow Lohnes in 1980 and serves on the firm's Hiring and Professional Development Committees. From 1978-1980, Mr. Salomon was Deputy Chief Counsel of the National Telecommunications and Information Administration, the President's principal advisor on telecommunications and information policy. Mr. Salomon held several legal positions at the Federal Communications Commission between 1970-1972 and 1975-1978. From 1972-1975, Mr. Salomon was an associate in the Washington office of Squire, Sanders & Dempsey.
Mr. Salomon has extensive government relations experience and has conducted many Congressional and Administration lobbying campaigns on issues ranging from telecommunications, commercial and noncommercial broadcasting, the Internet, copyright, and cable television; to spectrum policy, student financial aid for distance learners, international trade, taxation, and immigration. Most recently, he has been involved in digital television transition legislation and spyware legislation. He was one of the principal negotiators for the higher education community in developing with the content community the statutory language adopted by Congress in the Technology, Education and Copyright Enhancement Act of 2002, the new law that governs the use of copyrighted materials in online courses. He also was one of the principal coordinators of the education community's lobbying efforts before Congress, the FCC and the Administration in the fight to preserve the 2.5 GHz spectrum band for Instructional Television Fixed Service systems.
Mr. Salomon works closely with national higher education organizations, such as the American Council on Education, the American Association of Community Colleges, the Association of American Universities, the National Association of State Universities and Land Grant Colleges and EDUCAUSE, particularly on legal, regulatory, and policy issues involved in telecommunications, distance learning, copyright and computers.
Mr. Salomon is the author of numerous publications, including Proposed FCC Rule on Indecency Could Hinge on Election Outcome (Wall Street Journal Online, November 1, 2004, co-author with Jon Hart); chapters on Intellectual Property (with Michael Goldstein) and Licensing (Encyclopedia of Distributed Learning, 2004); On the Hill; Education?s Role as a Lobbying Force (University Business, August 2004); On the Hill; Almost HEAR (University Business, May 2004); On the Hill; Distance Ed: The Return of the DEDP (University Business, February 2004); IT Security for Higher Education: A Legal Perspective, (prepared for the EDUCAUSE/Internet2 Computer and Network Security Task Force, March 2003, co-authored with Peter Cassat and Briana Thibeau); The Technology, Education and Copyright Harmonization Act (NACUANotes, December, 2002); Faculty, Institutions Face Off Over Ownership of 'Courseware' (Wall Street Journal Online, May 10, 2001, co-author with Jon Hart); Cybersquatting and Your Legal Options (NACUBO Business Officer, June, 2000, co-author with Sheldon Steinbach); Copyright Considerations in Distance Education and Technology-Mediated Instruction (American Association of Community Colleges, Fall 1999); Electronic Course Ownership and Use Policies (Virtual University News, Vol. 1, Issue 8, 1998); Copyright Law and the Information Superhighway (Technology and Higher Education, NEA Professional Library Higher Education Series (March 1997)); and Implications of the Telecommunications Act of 1996 on Schools, Colleges and Universities (109 Education Law Reporter 1051 (1996)). In addition, he wrote "On the Hill", a column on Washington legal, policy and political developments affecting higher education for University Business magazine. Mr. Salomon is a frequent presenter at conferences throughout the country.
Mr. Salomon is an honors graduate of both Tufts University (BA), Medford, MA, and The George Washington University School of Law (JD), Washington, DC, where he was a member of the Law Review. He is a member of the bars of the District of Columbia and Maryland as well as the Federal Communications Bar Association and the National Association of College and University Attorneys. Mr. Salomon is a member of the Editorial Board of NACUANotes, the board of the Oklahoma State University Institute for Teaching and Learning Excellence, and is President of the Maryland Soccer Foundation, Inc. He was Professorial Lecturer on International Telecommunications at the Johns Hopkins University School for Advanced International Studies for several years through 2001.
